Formula1 Biased Towards Ferrari?

The (very) long awaited inquiry into Ferrari’s “team orders” issue in the recent German GP takes place in Paris tomorrow Wednesday 8th.
Ferrari team principle Stefano Domenicali will be the only one to attend in person in Paris as very oddly, neither Alonso nor Massa have been summoned there to give their versions of the issue.
Ferrari have stated both drivers will be available by conference call, but that is certainly not the same as sitting directly across the table, giving answers to a very probing, questioning lawyer. Is this bias towards Ferrari?
There is also the question of why Ferrari were not punished for Massa’s race start at the last GP in Belgium.
Against all rules Massa over-shot his grid spot but no race officials objected to this and Massa was allowed to get away with it, even though this was noted at the time by TV commentators and many F1 fans pointed it out on YouTube during the race. Bias?
