Are We Back To 1896?

Why 1896? A major step forward for the newly fledged car industry occurred in 1896 when the official UK speed limit was raised from 4mph to 20 mph.
This same legislation also removed the requirement to have a man with a red flag walking ahead of the vehicle.
Why are we looking at this subject here?
It’s all to do with electric and hybrid electric cars and the quietness of their running which could prove dangerous to pedestrians and handicapped people.
Two recent proposals put forward by members of the House Of Lords, yes get ready for some uncommon sense, involve - from Labour peer Lord Grenfell, bringing back the man with the red flag; and from the wife of Tory peer Lord McColl the placing of Swiss cowbells on the front of the car.
OK, the above is a bit tongue in cheek but we do need to solve the problem of quiet running of electric cars, they are with us now and we have to contend with them.
Should not somebody “in the know” start a national competition for suggestions to solve this problem?.
